The Law determines the order of creation and activity of the Public Television and Radio Broadcasting aimed at “ensuring rights to freedom of expression, receiving unbiased information about important social events and satisfaction of other informational needs of the society”.
It has also been stipulated that for ensuring gradual and consistent establishment of Public Television and Radio Broadcasting, the Cabinet of Ministers shall form a legal entity of public law “National Public Television and Radio Company of Ukraine”, activity of which will be based on principles of:
comprehensive, objective and balanced information sharing about socially important events in Ukraine and abroad;
adhering to norms of public morality, traditions and culture of Ukrainian people, spreading family values and strengthening the role of a traditional family in the development of Ukrainian society;
priority of social interests over commercial and political ones;
clear separation of facts from comments and assessment;
free expression of opinions, thoughts and beliefs, etc.
The Law also includes a norm which plans to prevent interference of state authorities and local self-government authorities, their officials, and NGOs in activity of the National Public Television and Radio Company of Ukraine aiming to establish censorship, preliminary control and illegal influence on the information content shared by the National Public Television and Radio Company of Ukraine.
It is also established that the state ensures respective financing of the National Public Television and Radio Company of Ukraine, stipulated in the State Budget of Ukraine, which should be not less than 0,2% from expenditures of the State Budget of the previous year.
